The Champaign-Urbana Mass Transit District (MTD) Board of Trustees met on Wednesday, December 6, 2023. At this meeting, the Trustees, conducted a Public Hearing on the General Tax Levy Ordinance for FY2024. They also considered the adoption of Ordinance No. 2023-3, the General Tax Levy Ordinance for FY2024, appointment of a Temporary Chair for the January 31, 2024 Board Meeting, a phone system replacement contract, and approval of the University of Illinois Intergovernmental Agreement for Campus Service FY2025-FY2027.

On June 10, 2022 the Illinois General Assembly enacted Public Act 102-1088, also known as the “Decennial Committees on Local Government Efficiency Act.” The act requires each governmental unit, except municipalities and counties, to form a committee to study local efficiencies and increase accountability and report recommendations to their respective County Board. The Board of Trustees have established a committee for the Champaign-Urbana Mass Transit District, in accordance to the Act.
The Champaign-Urbana Mass Transit District (MTD) Decennial Committee on Local Governance met on Wednesday, December 6, 2023. Committee members considered the approval of the 6/28/2023 meeting minutes, the RFQ process, and next steps.

At this meeting, Trustees considered Resolution No. 2023-5- Determining the Amount of Money Necessary to be Raised by the Tax Levy, Ordinance No. 2023-2 - Issuance of $16M Bank Line of Credit, and the Managing Director's Spending Authority.

The Board Chair facilitated the Public Hearing for MTD's Budget & Appropriation Ordinance for FY2024. Also at this meeting, Trustees considered the adoption of Ordinance 2023-1 - Budget & Appropriation Ordinance for FY2024, an update to the Public Transportation Agency Safety Plan (PTASP), Champaign County Area Rural Transit System (C-CARTS) Intergovernmental Agreement and Vehicles Lease Agreement, a line of Credit Extension with Prospect Bank, a Financial Audit Services Contract, and two Change Orders for the Underground Storage Tanks Project.

At this meeting, the Operations Department presented a Community Team Approach to respond to passengers who are in crisis due to mental health, substance use, or homelessness. Trustees considered contracts for bus wash improvements, cooling upgrades to the Administration Building's server room, and bus tires lease.

At this meeting, Trustees considered an update to the Travel Policy, a budget revision for Hydraulic Elevator Moderization at Illinois Terminal, Operations and Maintenance contract for MTD's Solar Arrays, a Zero Emission Transition Plan update, a grant Resolution 2023-1 to purchase 6 40' Hydrogen fuel cell electric buses a grant Resolution 2023-2 to purchase 10 40' hybrid electric buses, and a grant Resolution 2023-3 for the construction of a body shop and storage facility at 1209, 1211, and 1213 East University in Urbana.
